Kitesurfing in Tarifa
Kite zones, rules and schools on the Costa de la Luz
Kitesurfing on the beaches of Tarifa on the Strait of Gibraltar is strictly regulated. Independent kiting is only allowed in designated zones, and you get into the water via channels about 100 m wide. You also need the level III kite licence and mandatory equipment, and the kite schools have zones of their own.

Where to kite
In Tarifa, independent kiting is only allowed in the designated zones signposted on the beach. The kite schools have their own buoyed zones that operate all year round: six at Lances Norte, six at Valdevaqueros and one at Bolonia.
The site plans show a channel for water activities and a zone under special protection at Lances Norte, and at Valdevaqueros a safety channel, a channel for rescue boats and the school zones. In the Los Lances lagoon, a protected bird area, all water sports are banned. How the individual stretches are divided up, with lifeguard towers and bathing zones, is covered under Beaches.
Zones and channels on the beach
On land, a kite zone is laid out from back to front:
- the parking and rigging area,
- a passage at least 6 m wide for beachgoers,
- the launch and landing area.
Channels about 100 m wide lead into the water. They are for getting in and out only. Jumps, dangerous manoeuvres, swimming, other water sports and lessons are banned there, and the speed limit is three knots. On the kite beaches, swimmers have their own zone between the flags.
Kite licence and mandatory equipment
For independent kiting you need the level III kite licence, which certifies that you can ride on your own. If you do not have a licence, you can take the test at an approved school. The following equipment is also mandatory:
- helmet
- impact vest with at least 50 N of buoyancy in a high-visibility colour
- leash with emergency release and quick release on the chicken loop
- line knife and whistle
- gloves
- radio or GPS locator
- wetsuit and neoprene shoes
You also need third-party liability insurance.
On the water
Kiting at night is banned, as is wave riding with a kite during the bathing season. Alongside the collision regulations at sea (RIPA), the beach bylaw also makes these recommendations:
- do not start any later than two hours before sunset,
- do not go out more than one nautical mile,
- ride 200 m from the shoreline,
- keep 50 m away from swimmers, buoys, boats and other kiters, and 100 m from boats flying the diver's flag A.
The sea off the coast from Isla de Tarifa to Cabo de Gracia is part of the Parque Natural del Estrecho up to one nautical mile offshore.
Kite schools
Kite schools need a licence from the council and may only teach in their own school zones. Instructors hold the Técnico en vela nivel I qualification, specialising in kiteboarding. On land, an instructor supervises no more than four students, and in the water no more than two. Independent kiting, other water sports and swimming are banned in the school zones.
On land, a school zone consists of an introduction area, a flag area, a launch area and a safety area. The flag area is at least 6 m wide and also serves as a passage for beachgoers. In the water, yellow and orange buoys mark the zone, and next to it a channel about 30 m wide leads out for rescue boats, which may travel there at no more than three knots.
By a decree of 16 September 2026, the council capped the number of kite schools at Lances Norte and Valdevaqueros on grounds of environmental capacity. No more than 50 schools may operate there at the same time, while the 54 permits already granted remain valid. The rule applies until the end of the 2027 season and is reviewed at least once a year. It is also based on a report by the natural park authority. The decree does not cover the school zone at Bolonia.
Wind on the Strait
On the Strait of Gibraltar, two winds rule the weather. The Levante comes from the east, mainly in spring and summer. It blows very steadily, averaging around 25 knots, and often lasts for spells of seven to ten days. The Poniente comes from the west and is particularly strong in autumn and winter, bringing fresh Atlantic air and good visibility. How wind, temperature and rain are spread over the year is described under Weather.
Windsurfing and surfing
Independent windsurfing has its own channels, about 50 m wide, the RIPA collision rules, similar mandatory equipment and the level III windsurf licence. The beach management plan provides zones for surf schools at Lances Sur urban and on both stretches of Atlanterra.
The stretches of beach, with their bathing season and flags, are described under Beaches, and wind and climate through the year under Weather. Hotels and holiday flats are under Where to stay, campsites along the N-340 under Camping, and the bay with the dune to the west under Bolonia.
